GEORGE TOWN: Newlyweds in Penang will receive a one-off RM500 cash incentive next year under a new initiative aimed at expanding the state’s social safety net.
Chief Minister Chow Kon Yeow announced the initiative, known as the “Mempelai Emas” programme, when tabling the 2027 Budget at the state legislative assembly.
“In 2027, alongside maintaining our allocation commitment of RM58 million, the state government will expand the i-Sejahtera Programme through the introduction of the Mempelai Emas programme, as a token of appreciation to couples newly tying the knot in Penang.
“Couples who meet the eligibility criteria will receive a one-off contribution of RM500,” he said.
The marriage incentive is among several new welfare measures and initiatives announced for next year.
To support gig-economy workers, Chow announced a one-off RM600 incentive for eligible e-hailing drivers, with an allocation ceiling of RM9 million.
For the first time, the state will also establish the Penang State Social Development Fund (Tabung Pembangunan Sosial Negeri Pulau Pinang), with an initial allocation of RM350,000.
“The fund is designed to roll out targeted welfare drives, tackle poverty, and curb social disparity among marginalised groups,” he said.
Addressing changing household demographics, Chow said the Penang State Housing Board would begin studying co-living residential concepts in selected government rental and People’s Housing Programme (PPR) units to cater to single individuals and elderly residents living alone.
“By introducing a shared or communal living model within existing or repurposed public housing inventory, private living/bedroom spaces can be rented out individually at heavily subsidised, manageable rates.
“Shared amenities (such as kitchens, living areas, or utility spaces) maximise unit utility and reduce maintenance footprints.
“It also mitigates loneliness and isolation among elderly residents through shared community living,” he said.
