Edouard prompts disaster declaration in Texas

Edouard has weakened from a tropical storm to a tropical depression, but the system forced disaster declarations in parts of Texas after it came ashore. CBS News’ Jason Allen reports on the conditions in the Lone Star State and meteorologist Andrew Kozak has a look at the forecast.
