Law professor: Marked ballots may not clearly count as election fraud

Does handing out marked ballots, as is said to have happened in Borlänge, count as election fraud? It is not entirely clear, according to Joakim Nergelius, professor of law. Pre-marked ballots have been accepted, he says.
